This makes absolute sense, if you live in California. The state has figured out that teenagers HATE to roll their asses out of bed in the morning so they passed a bill that prohibits middle school or high school from starting before 0830 (with a few exceptions in agricultural areas where nobody expects the students to be able to read and write anyway).
The bill narrowly passed both houses to the governor, shortly before the legislative cutoff deadline.
If signed the bill will kick in in 2021. This will give the schools time to reschedule busses, tweak teachers work schedules and convince the local school boards what they want or do not want doesn't matter so they should just turn their districts over to the state to run because they are too stupid to do it.
Actually this will probably NOT result in shorter school days, merely in rolling the schedule back. Some morons also think that this will benefit students as they will get home later and be able to have family dinner together and bond with their families better. Isn't that special?
