A lot of the homeless camps in CA are on state property, often along freeways. That means CalTrans employees get the dubious honor of cleaning them up.
After the union complained, OSHA determined that CalTrans indeed did NOT do adequate training and did not provide appropriate equipment for this duty. The union especially wants CalTrans to provide a wage bump for people who clean up human waste or, better yet, hire an outside contractor to shovel shit.
OSHA also dinged CalTrans for not properly investigating and reviewing occupational injuries and accidents.
I was unable to determine exactly what the fine was.
