The bozos running L. A. have decided that the way to fix the homeless problem is to have people take homeless people home with them. They want to "encourage" people to build mini-houses in their back yards to house homeless people in. These new landlords would get a significant subsidy for doing so.
For some strange reason people are not lining up to have mentally disturbed homeless substance abusers living in their back yards. Damn, who would have ever thought that would happen?
