The five-year old daughter of a housekeeper employed by the embassy was raped by a neighbor on the grounds of the U. S. Embassy in New Delhi, India. A 25-year old man has been arrested.
Until recently the prevailing attitude about such things, even if they involved very young children, was that it was the victim's fault for being victimized. The Indian culture is changing, though only very slowly.
For reasons I don't completely understand the Embassy is apparently deferring the matter to the local police. I realize things are changing, but I do not have full confidence in them doing their job. Since the crime occurred on U. S. territory one would think that the U. S. would prosecute, even though all the people involved are "foreign" nationals.
