In just over two weeks the new ammunition sales restrictions are going to kick in in the formerly great state of California. Maybe.
The process requires an "instant background check" on all ammunition buyers, accompanied by a $1 fee, plus whatever increase in markup the retailer will need to compensate for the extra time involved in ammo sales. The state DOJ has been very good about informing ammo retailers on the procedure to open an "account" with DOJ to ensure they get their $1 per transaction fee. They have, however, provided ZERO information of any kind on how the system is going to be implemented or operate. Zero.
Theoretically at least the system can track owners with needed calibers. If you own a .38 special and want to buy some .40 caliber ammo, it will NOT allow you to do so. Though it probably will take your dollar while turning you down. So if you shoot one caliber and your significant other shoots another, you EACH have to show up IN PERSON to buy ammo, and each must be a separate transaction, with a separate fee attached. I don't know how it will work with rental guns at ranges. If you are thinking about buying a .45 and want to shoot one at the range, since you don't actually OWN a .45 how will you be able to buy ammo for it?
This is the sort of shit California is famous, or maybe notorious, for. They come up with these idiotic programs, do a piss poor job of implementation and inconvenience the shit out of the gun owning public and retailers for no good purpose. Personally I strongly suspect the whole idea is to piss people off and make it as difficult as possible for honest gun owners to function.
Under this system (assuming I understand it correctly, which is far from a sure thing) it will also be impossible for a non-CA resident to purchase ammo in CA. So, if you are here for a skeet tournament or you have simply wandered into the state by accident and want to do a little recreational shooting, you may be well and truly fucked.
