The Sacramento Unified School District is in deep kimchi. For years they have used one-time money to fund ongoing projects and now they are more than $40 million in the shitter. The School Board is trying desperately to get the unions to agree to take-backs, especially in medical. The largest union, the teachers, has so far been disinclined.
Yesterday the legislature ordered an audit for the district. The district people screamed like a mashed cat, complaining that they can't prepare next years budget, on-going labor talks AND deal with an audit at the same time. The legislature responded, "Tough shit."
If the district goes into receivership, which is a realistic possibility, the board members loose their gig and the unions may very well lose their current contracts and have new ones imposed. It isn't good for anybody.
My own guess, based on nothing at all, is that the board is embarrassed by what the public will see when the audit is done. I am guessing grotesque incompetence bordering on criminality. I hope I am wrong. That being said, I am not betting against myself.
