There is absolutely no need for private citizens to have a device that converts their semi-automatic rifles into a machine gun

When I first saw the Las Vegas videos I heard what I believed to be machine gun fire. As it turned out, Stephen Paddock was firing AR-15s or other semi-automatic rifles outfitted with a bump stock, a device that converts a semi-automatic rifle into a machine gun. Paddock had 12 rifles in his hotel room that were outfitted with bump stocks.

Now why would a private citizen want to convert his AR-15 into a machine gun?

Some people would like to have a machine gun for the fun of it.

Mexican drug cartel sicarios love machine guns.

Street gangs in Los Angeles, Chicago, Baltimore and other cities like them for drive-by shootings.

Someone who hates the police so much that he wants to take out a bunch of cops.

An Islamic terrorist

A survivalist.

A nutjob like Stephen Paddock who wants his 15 minutes of fame by shooting scores of people.

A brave patriotic American who is ready at all times to repel an invading regiment of Chinese soldiers.

None of these people need a gun that is capable of firing like a machine gun, and some of them should under no circumstances be allowed to possess any type of firearms.

Bump stocks should be outlawed. Even the NRA does not seem to be opposed to their prohibition.

It does not require an act of congress to outlaw bumper stocks because the ATF has the authority to prohibit their use.
