A tragedy occurred in Houston a few days back. A 14-year old was at the wheel of his parent's SUV. He and his buddies in the vehicle were egging vehicles as they drove, including vehicles being drive. One of their victims took offense and started pursuing, allegedly brandishing a pistol. The 14-year old wheel man fled with more verve than skill, blew a red light and t-boned some poor woman just out minding her own business. She died.
The teen, who broke his ankle in the crash, is being charged with murder and is a guest of the county juvenile authorities.
If this had happened in CA they would prosecute the driver who was pursuing the teens, and assist the dead woman and the family of the injured teenager in suing him.
