Just when you think it would be difficult for the legislature of the formerly great state of California to be even more left-wing idiotic than they already are, your faith in idiocy is re-established.
AB931 would, if passed into law change the standard for the police use of deadly force in the PRC. The current standard is that police use of force, including deadly force, must be "reasonable." The bill that passed out of the Senate Public Safety Committee (a group unilaterally opposed to actual public safety) changes the word "reasonable" to "necessary."
If enacted the current standard would for all practical purposes mean the bad guys have the chance to shoot first. That gun in his hand MIGHT be a toy, or it might be real but might be empty, or it might be loaded with blanks.
It is possible that the legislature will get it's collective brain engaged and realize that this is a really stupid and counterproductive idea. Don't count on that happening. This is, after all, California.
