Like most things in the real world there is more than one reason for a previously good or even outstanding social program turning to shit. In CA it seems to mostly be a combination of political correctness, progressivism and stupidity.
SB49 is now on the governor's desk. This bill, if passed into law, would PROHIBIT public schools and charter schools from suspending K-8 students for disruptive behavior in class.
The schools would be "encouraged" to " provide alternatives to suspensions or expulsions, using a research-based framework with strategies that improve behavioral and academic outcomes..." Damn, doesn't that sound wonderful?
The problem you see is that "students of color" are disproportionately suspended, by a ratio of about 3X their presence in the school population base. Therefore, obviously, suspensions are evil and racist. White students are suspended at a rate that is almost exactly proportional to their presence in the population base.
Individual teachers would still retain the ability to kick individual students out of their classes for 2 class days, but the kids would land elsewhere for those two days and not be kicked out of the school.
If you tolerate bad behavior you get more bad behavior. It isn't rocket science.
