CHP officer notices North Bay driver using mannequin dressed in heavy clothing on hot day in carpool lane

A motorist driving in a carpool lane on the northbound 101 freeway in Santa Rosa was pulled over when a CHP officer named Ken Enger observed that the woman in the passenger seat was, in fact, a mannequin wearing sunglasses.
The driver was north of the Todd Road exit in Santa Rosa at 5:10 p.m. on Friday when stopped to be issued a citation. The motorist told the CHP that they had used the mannequin on freeways because they drive long distances between Lake County and Novato.
According to the CHP's Facebook page, Enger noticed the mannequin because it was too hot for a person to be wearing such heavy clothing; on that day, the highs in Santa Rosa reached 91 degrees.
"Officer Enger, a trained observer of human nature and fashion, concluded it was far too warm for such a thick hoody," the post read. "He called shenanigans, made a stop, and took the appropriate enforcement action."
Utilizing a mannequin to sneak into the carpool lane is nothing new in the Bay Area. Earlier this year, for example, a driver was pulled over in Oakland when officers discovered the child in the backseat was a large doll.
